Starting a distillery

Out of curiosity what states make it harder to start a distillery? I've heard it is difficult in Georgia and I presume it's very hard to do so in Mississippi. On the other end of the spectrum is it easier in Florida and Louisiana? With several distilleries in those two states it does seem easier to start a distillery.

And for the record, I do not wish to start a distillery. Although I think this area would be a good location for one.

2. http://distilling.com/ (American Distilling Institute, the home of small barrel "fast aging"). Good chance you might find some info at their forum:

Sorry, don't have the time right now but if you find anything, do share it. The ATF/TTB is the source for Federal regulations. Local regulations, if any, would be uh, local.
